I believe they actually use that dock for maintenance boat access a few times a year. They could have just been clearing rotted wood and bush out of the way to make it easier to launch their little motorboats is all.

I took this on my last trip in Lost Continent...I really do not know if these were always this way...i kind of like it better, but I guess the color pop of the tiles helps it stand out so folks know where to stick the trash?!? ;-)
