I think the conscious effort should be made to allow each of the three parks to stand on its own in the best-possible shape.
It's time for USF to get its turn with some big*, dramatic projects.
* The last project at USF I would classify at this scale would be Diagon Alley, and I would put all three of Skull Island, Hagrid's, and VelociCoaster in IOA at a level above everything in USF since then. And surely whatever they're doing in Lost Continent is probably going to be, as well.
