Per my understanding with both the Metro Sets + Picard Sets, plus the expenses for DND, the budget for last year kind of shot itself out of the water. It's why we now have elements like Scooby-Doo/UM being in Little Europe, because it will be cheaper for them to work with the Little Europe/Court of Miracles sets rather than that of having to spend the amount it costed for Back to The Future and Courthouse Square.
It's why concepts like One Piece: Grand Pirate Show and Forbidden Forest, are actually concepts from previously (One Piece was planned to go full on last year before that got yanked, and Forbidden Forest seems to be a concept from HHN2024 being explored on for the sake of this event). They're opting to try to maximize what they can with the park as it is, while reducing spending in other fields.
It's why it's been kind of fascinating to see them not be more consistent with marketing the event. If I was Universal I would've had this flow more closer to that of how HHN operates their marketing schedules. Not letting out a majority early on, but letting things flow and be constantly appearing.
(Admittedly a part I'm actually wondering on is if this might give Universal a chance to work on Court of Miracles to restore the fountain. I believe the fountain's nearby too, so it could make sense that this might benefit the studio alongside the park).
