No details about the Billie replacement have been rumored yet. Hollywood had H3 featuring Michael rumored for last year.

From what I heard it was a bit more then a cameo.

It was rumored to be an original maze set in the Halloween universe that combined the Myers canon with Season of the Witch, sort of like how 2016 had Texas Chainsaw Massacre: Blood Brothers which was a mid-quel set between TCMs 1 and 2..
